What are the resistance bands called?
They're a type of resistance bands, not sure if they're just called that. But, you can tie it around you and someone holds you back while you run.
one type is called Dyna Band. Generically, it is sometimes called surgical tubing.

Resistance Band Training
Resistance bands?
Do they work and if they do what exercise should I do (primarily for arms)?
Yes, they work quite well, but I wouldn't take just my word for it. Look up "resistance band" on one of the search engines and see what research has to say. Some excersises for these are lateral arm raises, "reaching for the sky" while holding onto the resistance bands and raising your arms in an extended position at your sides to shoulder height.

You can't. You could probably lose about 2, 3 pounds tops. Plan better next time.
The resistance bands are a great alternative to dumbbells. As you said they are less expensive and nearly as versatile.
In the P90X videos there is always someone working out using the bands to show you the correct way to use them.
I personally prefer dumbbells, but I cant say anything bad about the bands.
You may want to pick up a couple of light weight dumbbells for a couple of the routines (core synergistics). Just get a couple of 5# and a couple of 8# , that with your bands should have you ready for P90X……>
