Prince's "power level" rating is just a thing prince does to give a comparison between its own racquets. Basically, lower power number means more control (less built-in power), higher number means more powerful. Generally, the more experienced a player is, the lower the power number they will want. BTW, lowest number is 600, on the Graphite Classic MP, and the highest is 1600, found on a couple models.
Unfortunately, it can't be used as any sort of comparison with other brands. It would be nice if Prince were to evaluate all the other racquets on the market and give them a value, but they don't. This is probably because the numbers themselves are arbitrary, they are just used to compare within the brand. I doubt they actually have a complex formula to find the number, they just know about how powerful it will be in relation to their other racquets.
There is a standard measure that can give you some feel for how a racquet will be, and that is swing weight. It has something to do with the balance, weight, and headsize. Higher swingweights will feel heavier, and generally have more control (if you are looking at racquets with similar balances). However, a light, head-heavy racquet might have the same swingweight as a heavy, head-light racquet, and they won't play the same at all.
